Tea harvesting in Asia
TEA PRODUCTION
Tea is one of the major sectors in which
HVA International has been involved since its foundation.
Bohea Limited, a UK based autonomous
operating company
founded in the 1970's specialising in providing technical and management services to
the international tea industry, was acquired by HVA International and
its services are now incorporated within HVA International.
Long standing experience in the tea sector
The experience record of HVA in the tea
industry goes back to the 1920s when HVA introduced tea growing and processing
in Sumatra, Indonesia. HVA owned three large tea estates and factories in
Sumatra. After nationalisation in 1958, HVA moved its activities to Africa and
South America.
In 1980, HVA took over H.G.Th Crone which
started its activities in the field of tea in Indonesia in 1820. Crone managed
and partly owned a dozen tea estates on the island of Java, comprising
approximately 5,000 ha of gardens with their own factories.
In
association with l'Institut des Sciences Agronomiques du Burundi (ISABU),
Crone successfully implemented a project
funded by the European Development Fund (EDF) including planting 1,000 ha of
tea, designing two factories (Teza and Rwegura) and supervising their
construction, and managing the estates in the 1960s. H.G.Th. Crone planted 300ha
of selected clonal tea in Burundi, a project also funded by the EDF.
In 1975, the founder of Bohea, Mr Ernest
Hainsworth, and his associates established the first commercial tea development
programme in Nigeria.
By 1982, Bohea was providing consultancy
services to the tea industry on a world-wide basis.

Kenya
In 2003, HVA International elaborated a five year strategy for the development
of the smallholder tea sector in Kenya, financed by IFC. The aim was to
develop smallholder tea production in relation to planned expansion of tea
processing capacity in the Gucha District. The strategy took into account
actual and planned production, comparative advantages and market development
and served as a basis for establishing an effective strategic planning unit
within the Kenya Tea Development Agency Ltd (KTDAL).
In 1972 HVA conducted a feasibility study for the Subukia Tea Company in Kenya
and in 1974 for Kapchorua Tea Company, of which HVA became shareholder and
managing agent until 1983. |

Ethiopia
The first factory at Wush Wush in the highlands of Ethiopia was constructed in
1986-1988 with engineering assistance provided by Bohea. A tea agronomist
introduced new clonal tea varieties raised by tissue culture in the UK. Advice
on management and maximising output was given and training in all aspects of
the industry.
Since 1997 HVA International has provided technical assistance and training in
the field of tea marketing, tea factory engineering and tea making for the
Wush Wush II Tea Project in Ethiopia, financed by the African Development
Bank. The assignment includes consulting engineering for the equipping and
commissioning of a second tea factory in the area. |

Rwanda
From 1995-1998 Bohea has been the consulting engineer for the rehabilitation
of four tea factories in Rwanda damaged during the war in 1994. (financed by
the EU). As a result of the successful rehabilitation Rwanda has regained its
leading position in the market for the provision of high quality African teas.
In 1990 HVA was commissioned by the African Development Bank to prepare Terms
of Reference for a tea sector study in Rwanda and a feasibility study for the
construction of a new factory at Nshili-Kivu. Later (from 1993) HVA carried
out both studies. The last part of the sector study was a privatisation study
of the tea industry. This study was carried out in 1999.
In 1977, H.G.Th Crone and HVA brought about the Association for the
Construction of the Ramba-Gaseke tea factory in Rwanda, financed by the
African Development Bank on behalf of l'OCIR-Thé in Kigali. In 1979 HVA
International, in association with H.G.Th Crone constructed the Ramba tea
factory. This factory has been producing tea of high quality ever since.

Nigeria
In the mid 1970s Bohea designed and established Nigeria’s first commercial tea
project comprising a 450ha irrigated estate on the Mambilla plateau.
From 1993-1997 HVA International provided technical assistance and procurement
services for the Mambilla Tea Integrated Development Programme (MTIDP) in
Nigeria. The main components of the assignment included rehabilitation and
expansion of the existing tea estate (from 450ha to 850ha) and out-grower tea
plantings (from 140ha to 400ha, rehabilitation, modernisation and expansion of
the tea factory (from 1,200t to 2,250t made tea per annum) strengthening the
out-grower farmers association and training management, operational and
extension staff. Although the program was suspended in 1997, for political
reasons, most of the rehabilitation and a considerable part of the expansion
was completed, including the construction of an irrigation system covering
nearly 500ha. The modernisation of the factory and training of staff has
resulted in much better tea quality. The project. was of great benefit to the
smallholder tea farmers.

Turkey
In 1992 HVA carried out a survey of the tea industry in Turkey and made
recommendations regarding factory and field rehabilitation programmes.

Indonesia
In 1999 HVA International carried out an evaluation study and future
implementation plan for a private client of over 6,000 ha tea plantations and
factories in East Sumatra, Indonesia, in connection with the imminent
privatisation of the Government owned tea plantations.
In 1989 managerial and technical assistance was rendered to private tea and
rubber estates in the Bandung area. In the same year, a fact-finding mission
was fielded to evaluate involvement of smallholders in the West Java Tea
Rehabilitation project, Indonesia. The mission was funded by the Asian
Development Bank.
In 1987, HVA, also in association with PT Wiga Guna, carried out a feasibility
study for a new tea project on an abandoned tea estate in the Province of
Bengkulu, Sumatra, Indonesia. A bankable report was prepared.
In 1986 HVA was commissioned by the Netherlands Government to carry out a
review of 25 private estates in West Java, Indonesia, in order to draw up a
development plan for rehabilitation of plantations and factories. This study
was executed in association with PT Wiga Guna, Jakarta.

Uganda
In 1986 HVA International carried out a nation-wide study for the
rehabilitation of the tea industry in Uganda and was subsequently entrusted by
the World Bank with the execution of the rehabilitation. The project concerned
rehabilitation of seven tea factories on a turnkey basis as well as management
assistance for a period of four years. An HVA team of eight members was
stationed in Uganda during that time. Another nation-wide survey in Uganda
covered the rehabilitation and identification of input requirements of
out-growers in the tea sector for 11,000 farmers and 7,000ha planted tea,
spread over seven districts. This study was carried out in 1985 and financed
by the EU.

Sri Lanka
From 1986-1987 H.G.Th Crone implemented the project Energy Saving in the Tea
Industry of Sri Lanka, financed by DGIS. This project formulated
recommendations on how to save electric and thermal energy in the tea
industry, the major foreign exchange earner of Sri Lanka.

Peru
From 1977-1985 H.G.Th Crone implemented a rehabilitation programme for the tea
industry in Peru (financed by DGIS the Dutch agency for international
co-operation). The rehabilitation involved both plantation and factory of two
tea estates (Jardines de Té and Té-Café del Peru in the Tingo Maria area). In
addition a new factory Central Té Huyro for producing export quality tea was
constructed. Clonal tea varieties from Africa, introduced by the project have
been extremely successful.

Over the last 15 years, other studies covering all aspects
of the tea industry have been conducted by the highly qualified team of
individuals whom HVA and its associate companies are able to call upon, on
behalf of Governments in Peru, Ecuador, Tanzania, Bolivia, Nepal, Sri Lanka and
the Dominican Republic.
