Selective forest clearing for plantation lay-out

Tree Crops

Building on its experience in operating integrated agro-industrial complexes for production of commodity crops (tea, sugar, oil palm and fibre crops), HVA International was established as a consultancy in 1959. Since then, HVA International has provided technical assistance as well as management services for a wide range of projects associated with primary production, processing and marketing of commodity tree crops, such as tea, coffee, coconut, rubber and oil palm. An overview of activities in this field is presented below.

Setting up and managing full service contract grower schemes

Using its experience with the nucleus estate model with out-growers, HVA International has successfully provided technical assistance for establishing efficient produce purchasing organisations, implementing quality control and payment systems and for setting up farmer services to provide inputs and extension services.

Mambilla Tea Integrated Development Programme (1993-1998, financed by the EU)
Integrated tea project, including support to tea out-growers associations in the field of extension services, supply of planting material and execution of land development works.

Establishment and rehabilitation of plantations

HVA International has recently implemented major assignments in rehabilitation and expansion of commercial commodity tree crop estates. A major assignment in this field has been the following project:

Mambilla Tea Integrated Development Programme (1993-1998, financed by the EU)
Integrated tea project, including rehabilitation and expansion of a 450ha tea plantation and installation of an overhead irrigation system.

 Processing and marketing of commodity tree crops

Developing profitable production of commodity tree crops requires a chain approach covering the entire production and chain as in the following assignments:

Five year strategy for the development of the smallholder tea sector, Kenya (2003, financed by IFC)
Preparation of a strategy for development of smallholder tea production in relation to planned expansion of tea processing capacity in the Gucha District and market developments.

bullet

Wush Wush II Tea Project, Ethiopia (1997-2000, financed by the African Development Bank)
Technical assistance and training in the field of tea marketing and product development, tea factory engineering and tea making.

bullet

Coffee Production and marketing Project, Tanzania (1988-1994, financed by the EU)
In the framework of technical assistance to the Coffee Management Unit, operational support and engineering assistance was provided to three coffee curing facilities and for coffee marketing.

bullet

Long term requirements of rubber and oil palm processing, Indonesia (1993, financed by the World Bank)
Formulation of a strategy for expansion and rehabilitation of palm oil and rubber processing facilities, with a view to rapidly increasing production and taking into account market developments and quality requirements.

Studies associated with restructuring of sub-sectors and privatisation of enterprises

Based on its expertise in primary production, purchasing and processing of various tree commodity crops, HVA International is often asked to participate in studies related to restructuring specific sub-sectors and/or a (group of) enterprises. Typical assignments in this field are:

Rationalisation of factory capacity, Sri Lanka (2000, financed by the Asian Development Bank)
Review of current capacity, capacity utilisation and distribution of tea factories that process green leaf produced by smallholders and prepare a rationalisation plan for an optimum distribution of processing capacity in relation to tea production areas.

bullet

Privatisation study for tea estates in Rwanda (1999, financed by the African Development Bank)
Further to the feasibility study for the Nshili-Kivu tea factory feasibility study and a tea sector study, a study was conducted for privatisation of tea estates, including development of a privatisation strategy, assessment of estates and preparation of bidding documents.

Privatisation of oil palm, tea and cocoa enterprises, Indonesia (1999, privately financed)
Agronomic, technical and technological assessment of oil palm, tea and cocoa estates in Sumatra (28 factories, over 100,000 ha of plantation), on behalf of a private investor.

bullet

Oil Palm Production Co-operatives, Benin (1992-1993 and 1996-1997, financed by the World Bank)
Further to an agricultural and socio-economic evaluation of options to privatise smallholder oil palm co-operatives (1992-1993), technical assistance and training was provided to the co-operatives to take over the exploitation of oil palm plantations.

Project evaluation and review

Using its experience in both large scale commercial production and smallholder schemes and knowledge of project cycle management methodology, HVA International has reviewed and evaluated several tree crop projects funded by major donor organisations, for example:

Review of oil palm projects financed by the EU in Ghana and Nigeria (1993)
Evaluation of EU support to oil palm projects, covering existing plantations, out-grower schemes, on-going establishment of new plantations, palm oil processing, rural development, training and research.
