Milk collection point in South East Asia 

 

Agro/livestock services

HVA International has provided agricultural services to smallholder and medium scale private farmers since the 1970's and 1980's when it established and managed contract farming schemes as part of integrated agro-industrial sugar, tea and oil palm projects in Ghana, Ivory Coast, Tanzania and Brazil. Typically, organisations were set up within these projects to collect the primary product from outgrowers and to provide agricultural services such as extension, credit for inputs and mechanisation.

Agro services for farmers participating in a contract farming scheme

Recent examples of projects executed by HVA International in which agro services are provided to support outgrower crop and animal production include:

Development of dairy farming and processing in West Georgia (1999-2003,  financed by Senter, Agency of the Netherlands Ministry of Economic Affairs)
Introduction of modern dairy farming and processing technology, through development of an integrated co-operative dairy farm/milk processing unit, and establishment of a training/extension centre to support the development of small scale market-oriented dairy farming in the region. The milk processing plant processes milk produced by the co-operative farm and collected from smallholders.

bullet Mambilla tea integrated development program, Nigeria (1993-1998, financed by EU)
Technical assistance for an integrated tea project, including rehabilitation/expansion of a tea estate, tea factory and outgrower scheme. Assistance to smallholder tea farmers in the area include providing planting material, land development and extension.
bulletTea rehabilitation, Uganda (studies and implementation between 1985-1990, financed by WB and EU)
Nation Wide survey for the rehabilitation of the outgrower tea sector (EU) and subsequently conducting a study for the rehabilitation of the entire tea sector, including estates, outgrowers, rural infrastructure and marketing (WB). As a follow up of these studies, HVA International participated in the implementation of the rehabilitation.

Cukra Hill/El Castillo palm oil projects, Nicaragua (1983-1992, financed by EU)
Implementation of two integrated oil palm projects (nucleus estates with smallholder outgrower schemes). Assistance to smallholders included setting up an extension system and construction of housing.

Mtibwa and Kilombero sugar estates, Tanzania (1975-1991, financed by DGIS)
Technical assistance to two major integrated sugar estates in (Mtibwa and Kilombero) with associated outgrower schemes. Within the framework of the technical assistance, agricultural services for smallholder outgrowers were established, including extension, credit, supply of healthy planting material, mechanisation and harvesting services, and collection and transport of cane.

Agro services focused on private market-oriented small-medium scale farming

Building on its experience, HVA International now provides technical assistance for the implementation and management of agro service organisations to support market oriented production of commodity and other crops and livestock products by private smallholder-medium scale farmers.

A successful approach to intensification and development of market oriented smallholder and medium scale farming has proved to be the establishment of full-service produce collection centres, that combine collection of farm products and quality control, with providing agricultural services. In countries with under-developed agro production chains, such full-service collection schemes provide the often missing or inefficient link between farmers and agri-business. Well managed schemes will give farmers the incentive to increase production and to meet quality standards.

Setting up effective and sustainable schemes often requires assisting farmers in establishing co-operation structures. Farmer co-operation is essential for maintaining negotiating strength, realising scale economies, and for a proper management quality standard.

Examples of typical projects are presented below:

Shaki Agro Integrated Dairy Farm, Azerbaijan (2006 - 2009)
Development of a 600 cows dairy farm with cheese processing plant. The project has been supported from the original implementation plan to its current management. The pregnant heifers were imported through HVA and 300 hectares of fodder production were established. Currently TA is provided and a farm manager has been assigned to the project.

Dairy development project, Vietnam (1995 - 2007, privately financed)
Development of smallholder dairy farming to meet the demand of a new dairy plant through establishment of a full-service milk collection scheme, that supports farmers with training, extension, artificial insemination services and access to credit.

Improving the Mojosongo milk collection scheme, Indonesia (2006-2008, privately financed)
Supporting a large dairy farmer co-operative to upgrade milk collection and laboratory facilities, and establish quality assurance and payment procedures that stimulate the delivery of good quality milk to the processing plants, in order to receive a higher milk price. Training was provided to milk collection operators and extension staff and to the farmers.

Consultancy Services to privatised dairy farms, Russian Federation (2005- 2008)
Consultancy Services to the large privatized dairy farms in the Russian Federation in cooperation with Mustang Ingredients. Up to 2008, eight large intensive dairy farms have been guided by restructuring the farms, improve the technical results and increase the profitability of the farms.

Consulting Services on Agricultural Extension and Farm Management, Azerbaijan (2000-2001, financed by the World Bank)
Preparing technical and organisational operational guidelines and training of extension staff for providing information and advisory services to emerging privatised farm units in six pilot areas. As a follow up a study tour was organised in the Netherlands.

Adapting Russian beef and dairy farming to restructuring, Russian Federation (1998-2001, financed by Tacis)
Dissemination of improved technology packages in the field of dairy heard reproduction management and fodder conservation and feeding practises to selected pilot demonstration farms.

bullet Oil palm production co-operatives, Benin (1992-1993, 1996-1997, financed by World Bank)
Further to an agricultural and socio-economic evaluation of options to privatise smallholder oil palm co-operatives (1992-1993), technical assistance was provided to the co-operatives to take over the exploitation of palm oil plantations. Assistance included preparation and implementation of a detailed replanting and extension programme, training of technical staff and implementation of organisational changes.
bullet Saudi Agricultural Development project, Saudi Arabia (1992-1995, financed by the Netherlands Ministry of Agriculture)
Developing (seed) potato production and supporting the establishment of agricultural services in the potato, dairy and poultry sub-sectors.
bullet Development La Meseta Region, Nicaragua (1989-1997, financed by EU)
Diversification and intensification of agricultural and horticultural production, including setting up farm produce collection centres and agro-processing units. Smallholder producer organisations, established around the collection centres, developed into marketing co-operatives that successfully started exporting fresh produce to EU and US markets.

Apart from implementing projects associated with agro services, HVA International has also conducted several studies in which agricultural services to smallholders and medium scale farms was a major issue, for example in Kosovo, Lebanon, Romania, Slovakia, Sri Lanka, Rwanda, Indonesia, Georgia, Iran, Nigeria and Vietnam.

Veterinary Services and Programmes

HVA International also provides veterinary services and implement veterinary programmes. In these fields, HVA International has experience in:

bulletOrganisation and logistic support of vaccination campaigns
bulletMonitoring of the animal health situation over large areas.

An example of a Veterinary Services programme executed by HVA international is the EU financed Pan African Rinderpest Campaign (PARC II) in Uganda. As an integral part of this program, animal health technicians were trained to implement vaccination campaigns and provide basic veterinary care.
