Agricultural Expert, Mechanical Engineer, Factory Engineer, Mechanisation

Engineer. Total: 480 manmonths

BACKGROUND
OF PROJECT
|
|
The
two estates, Msolwa and Ruembe, are situated near Kidatu, approx. 300 km
south‑west of Dar es Salaam. The factories and plantations are separated by
the Great Ruaha River, from which the water for factories and irrigation is
drawn. The Msolwa factory was commissioned in 1962. The Ruembe factory
became operational in 1977

SCOPE OF
WORK
|
|
The
different assignments comprised the rendering of management, consultancy,
and technical assistance services. The services were differentiated over the
years as follows:
1981-1992: Management and advisory services in factory and agricultural
matters through resident advisors as well as preparation of 0master plan
indicating needs for rehabilitation of the Kilombero estates to restore them
back to full capacity utilisation:

Msolwa: factory capacity 2175 tcd, own irrigated area 2850 ha, own rainfed
area 590 ha, outgrower area 1000 ha |

Ruembe: factory capacity 2400 tcd, own irrigated area 1400 ha, own rainfed
area 1770 ha, outgrowers 2100 ha

The
services provided included financial and economic analyses, engineering and
industrial design, proposals for improvements in product technology and for
equipment rehabilitation. Technical assistance for installation of overhead
irrigation system, including preparation of tender specifications,
evaluation of tender bids and supervision of the construction and
management. Proposals for land drainage, maintenance and repair of rolling
stock, sugar cane research and agricultural extension activities, manpower
planning, and training and transfer of technology.
During the whole project period, special attention was given to the sourcing
of funds for rehabilitation. The irrigation system at the Msolwa estate, for
instance, was renewed with Danish and Dutch funds.
1989-1997: Installation of a computerised management information system and
training of local operators and staff.
At
the end of HVA's management assignment, the production of Kilombero Sugar
Company Ltd was at over 60% of its capacity, against an average of 40% for
the remainder of the Tanzanian agro industry. The total annual production of
the two estates amounted to 53,500 tonnes in 1991/1992
