PRODUCTION AND SOURCING OF RAW MATERIALS FOR THE AGRO/FOOD INDUSTRY

Production and supply programmes for agricultural raw materials

In countries with under-developed agro production chains, production and/or sourcing of raw materials should often be an integral part of agro/food processing projects. Building on its long-standing experience in developing and managing integrated agro-industrial projects, HVA International has the expertise to develop and implement production or supply programmes to provide food processing plants with the required agricultural raw materials, according to high quality standards.

Depending on local conditions and the Client’s wishes, HVA International’s involvement may focus on the primary production and supply of agricultural raw materials or cover the entire production chain, from farm to market.

Basically, there are three ways to organise the supply of agricultural raw materials for the agro/food industry:

1. Setting up and /or managing full service collection and contract grower schemes (e.g., milk collection, poultry production by contract growers, outgrower schemes for commodity crops). If there is potential for developing private farming, establishing collection, contract or outgrower schemes is often an attractive option. HVA International has the expertise to install storage, handling and transport facilities, set up farmer services to provide farm inputs, breeding stock, advisory services and credit, and to implement quality assurance and payment systems.

2. Large scale primary production (dairy, poultry, sugar, tea, oil palm), often as part of an integrated agro-industrial project. If present and potential future production by existing small-medium scale farmers is too small to meet the minimum demand of a planned processing plant, establishing a large scale farm should be considered. HVA International has long-standing experience in establishing and operating commercial dairy and beef farms, poultry farms, arable farms and estates for the production of perennial and tree commodity crops.

3. Purchasing from the market. Depending on the efficiency of the markets, especially non-perishable raw materials can be purchased on the market or from independent farmers. This applies for example to supplying feed mills, oil seed extraction plants and flour mills. HVA International’s experts can conduct surveys to estimate availability of raw materials, set quality standards and implement quality control programs.

 

Successful projects world wide: an overview

Below examples of typical assignments, associated with the supply of raw materials for the agro/food industry, executed by HVA International are highlighted:

Production and marketing of fresh fermented Georgian dairy products (2001 - 2003, financed by Senter, Agency of the Netherlands Ministry of Economic Affairs)
Establishment of a medium scale (5000 litres milk/day) dairy plant. Dairy farming in the region is developed through setting up a milk collection scheme to allow small holder farmers to supply milk to the plant and benefit from services support.

Dairy development project, Vietnam (1995 - 2007, privately financed). Establishment and management of a full-service milk collection scheme to meet the demand of a new dairy plant. Providing training, advisory, breeding and veterinary services to smallholder dairy farmers and the implementation of a quality based payment system has resulted in a steady increase of the supply of good quality milk to the factory.

 Improving the Lembang Milk Collection Scheme, Indonesia (2001 - 2003, financed by Senter, Agency of the Netherlands Ministry of Economic Affairs)
Improving the quality and increasing the quantity of milk supplied by a co-operative of some 3,200 smallholder farmers to two dairy factories. Including supply and installation of milk handling/storage and laboratory equipment, setting up extension services and implementation of a quality based payment system and associated milk testing and sampling procedures.

Integrated poultry meat project, India (2000-2001, privately financed)
Development of a poultry project and preparation of a business plan for two fully integrated enterprises: (1) feed mill with broiler farming (contract farmers) and (2) poultry processing plant and distribution/marketing organisation.

 Rehabilitation and Expansion of the Savannah Sugar Project, Nigeria (1993-1999)
Rehabilitation of an integrated sugar project, including rehabilitation/expansion of the irrigation system and improving agricultural practices to increase cane production so as to

 Mambilla tea integrated development program, Nigeria (1993-1998, financed by EU)
Rehabilitation and management of an integrated tea estate and support to associations of tea outgrowers (land development, supply of planting material, advisory services).

Oil palm production co-operatives, Benin (1992-1993, 1996-1997, financed by World Bank)
Further to an agricultural and socio-economic evaluation of options to privatise smallholder oil palm co-operatives (1992-1993), technical assistance was provided to the co-operatives to take over the exploitation of palm oil plantations. Assistance included preparation and implementation of a detailed replanting and extension programme, training of technical staff and implementation of organisational changes.

Development La Meseta Region, Nicaragua (1989-1997, financed by EU)
Diversification and intensification of agricultural and horticultural production, including setting up farm produce collection centres and agro-processing units. Smallholder producer organisations, established around the collection centres, developed into marketing co-operatives that successfully started exporting fresh produce to EU and US markets.

Feasibility study for a vegetable oil plantation in Hana, Syria (1993, financed by AAAID) The study included an extensive survey on the production of oil seed crops in Syria as a basis for a raw material supply program.
